DOCUMENT TO RESTORE THE PEOPLE'S GOVERNMENT

Whereas the Constitution of the United States recognizes no greater authority than the people themselves to govern;

Whereas certain entities claiming personhood under the Constitution have usurped the people's right to govern themselves;

Therefore, it be resolved that the primacy of the Constitution shall be reasserted, and the authority to govern shall be returned to the people themselves.Ý In accomplishing this goal, it is recognized that The Declaration of Independence establishes the framework for this action to throw off the government and reestablish rule by the people for the people.Ý That document states that it is not only the right of the people to throw off those who would usurp the right of the people to govern themselves, it is their duty.

Recognizing that the Constitution is the ultimate framework for governing the United States of America, and recognizing, also, that situations have arisen in the United States that were not foreseeable by the estimable men who put together that framework, who nevertheless provided for the continued defense of the people's rights, to wit: "That whenever any form of Government becomes destructive of these ends, it is the Right of the People to alter or abolish it, and to institute new Government, laying on its foundation such principlesÝ and organizing its powers in such form, as to them shall seem most likely to affect their Safety and Happiness",

Be it resolved that the people of the United States hereby reestablish their authority over the affairs and government of the United States of America by taking actions within the following framework:

IÝ Business entities known as "corporations" are hereby stripped of their legal standing as "people" under the Constitution, and will automatically enjoy no rights belonging to the people as set forth in the Constitution.Ý It is the right of the people to control corporations; it is not the right of corporations to control people.

IIÝ All persons elected or appointed to offices in government are hereby dismissed from those positions.Ý New elections will be held under new regulations which will ensure that the people's representatives are devoted to the welfare of the United States and its people over business interests.Ý Presently, the people have no voice in their own government due to laws which allow unscrupulous representatives of the people to sell their votes to the highest bidder. This shall apply only to those elected and their appointees; it shall not apply to civil servants not elected or appointed.

III.Ý To ensure that the people's representatives in government enact and promote the will of the people as their utmost and sole objective, new policies governing elections and officeholders will be hereby instituted.Ý They include, but are not limited to:Ý limiting the scope and duration of campaigns for public office; public financing which shall be evenly distributed among all candidates and strictly limited.Ý The two-party system shall be discouraged in favor of a multi-party system.

Recognizing the grievous and illegal attempt by business interests to usurp the sovereignty of the people's government as the sole governing body of the people as outlined in the Constitution by enacting laws and regulations which support a world authority over the government and its people in the guise of "world trade" and "the new world order", the people must, in their own defense, take serious measures to abolish these policies and everything which flows from them, which usurp the people's sovereignty.Ý

Be It Resolved that no U.S. citizen or resident shall take part in any world trade organization that meets in secret or public, that enacts policies that undermine the sovereignty of the U.S. government, that institutes punitive policies against other countries over their refusal to buy or sell goods or any other thing that sets policy of U.S. trade to the exclusion of the American people.Ý Doing so is treason against the government of the United States, which government exists solely at the discretion of the people of the United States.Ý The newly elected Congress is instructed to abolish all trade laws and agreements enacted since 1980.

Recognizing that the policies of the United States government shall have as their utmost goal, the protection and welfare of the people, not profits and not the welfare of those entities who have falsely assumed status as citizens under the Constitution,

Be It Resolved that the United States will honor its treaties with other countries.

Be It Further Resolved that the United States of America will preferentially enter into treaties and resolutions that protect the environment, working conditions, the equality of women, the sovereignty of states, peace and non-militarism, and any other agreements which promote the ideals of peace, equality, justice, and the rights of people to pursue life, liberty and happiness without tyranny or despotism.Ý

Recognizing that agenices created under the auspices of the U.S. government that operate in secrecy and without accountability to the people undermine the ability of the people to govern themselves,

And Recognizing the long history of abuses caused by these agencies, including but limited to the training of terrorists and the pursuit of violent and subversive actions against American citizens and citizens of other countries,

Be It Resolved that all such agencies, including but not limited to the Central Intelligence Office, the Federal Bureau of Investigation, the "School of the Americas", and the National Security Council are hereby abolished by the newly elected Congress, and in their place such agencies necessary to promote the genuine security of the people of the United States.

Recognizing that the government of the United States is composed of three separate entities which act as checks and balances on the concentration of power, and

Recognizing that "executive order" violates the constitutonally enacted government by granting the President power not granted by the Constitution;

Be It Resolved that "executive order" is hereby abolished.Ý

Recognizing that it is in the people's interest to live peacably with other countries, and recognizing that quartering armies in the homes of Americans without consent during peace or war is prohibited by the Third Amendment to the Constitution,

Be It Resolved that quartering armies in other countries without the consent of the people of those countries, during peace or war, is hereby prohibited.ÝÝÝÝ

Recognizing that the "framers of the Constitution" were greatly concerned that the establishment of religion in America would undermine the rights and liberties of the people, the First Amendment to the Constitution prohibits the establishment of religion, while allowing people to exercise religion if they want;

Recognizing that certain people and groups have attempted in recent times to establish "Christianity" as America's religion, and have attempted to "inject religion" into public life,

Be It Resolved that all three branches of government, and the people occupying them, are hereby enjoined from establishing, promoting or legitimizing in any way any religion as part of the American government.Ý Any reference to any religious entity or person, or anything whatsoever deriving from religion, is hereby prohibited from anything deriving from, or part of, the United States government, while not abridging the right of people to exercise religion if they choose to.

Recognizing that animals are sentient creatures with at least the right not to be harmed,

Be It Resolved that no animal shall be bred or enslaved for profit, except as necessary to ensure the continued existence of wild species;Ý

Be It Further Resolved that Congress shall enact legislation prohibiting treatment of animals that would cause them suffering.

Recognizing that American workers are being taxed by the federal government an an unfair, unjust and oppressive manner,

Be It Resolved that income tax is hereby abolished for American workers, and henceforth federal taxes will be collected only from entities and individuals possessing significant wealth, in a graduating scale commensurate with gross profits and wealth.Ý

Recognizing events that have taken place since the Constitution was drafted that the "framers" could not foresee.Ý Certain of these events threaten not only the life and liberty of the people of the United States, but people in other countries as well.Ý These events involve scientifc discoveries that enable businesses to manufacture chemicals and synthetic versions of natural substances.Ý Despite overwhelming evidence that these manufactured substances threaten the eco-system that supports mankind, and despite repeated calls by the people for such manufacture to either cease or be made safe, such substances continue to be manufactured and put into the environment against the best interests of the citizens of the United States, and other countries around the world;

Be It Resolved that Congress enact laws prohibiting the manufacture of substances harmful to the environment or mankind, including but not limited to genetically engineered species, hormone-disrupting chemicals, andÝ cancer-causing chemicals; said chemicals to be replaced with safe alternatives.

Recognizing that petroleum products have contributed greatly to the pollution of the planet, threaten to destabilize the world, and hold the people hostage to business for their daily needs,

Be It Resolved that Congress shall enact laws phasing out petroleum products, and institute policy that will ensure the people, the right to free, non-polluting energy sources and products.

Recognizing that overpopulation and the destruction of America's natural resources threaten the inalienable right of its citizens to life, liberty and the pursuit of happiness,

Be It Resolved that taxes will be levied so as to discourage overpopulation, and thus preserve and protect America's natural resources and quality of life.

Recognizing the great value of unexploited wilderness to the people of the United States and the wildlife of the United States, any exploitation of such wilderness for profit is hereby prohibited.Ý

Recognizing that early American businessmen enslaved Africans so that they could profit from their free labor, and recognizing that they did profit from unpaid labor, and the moral repugnance of such an act,

Be It Resolved that American businesses shall make reparations to every natural-born American of African descent in substantial amounts of money, the amount each business pays to be determined in accordance with its gross profits and wealth.

The will of the people shall be done.
